- The buffer is the margin for error; without it, an errant vehicle reaches workers or the work immediately.

- An inspection checks for the planned buffer and that it is kept clear.

- Establish the buffer per the plan and clear it of equipment, materials, and workers.
How It Can Be Prevented Upstream
- Show buffers on the plan and keep them clear as a rule in the field.
