Flagger Readiness

Confirm the flagger is trained for the task per the applicable requirement.
Confirm the flagger has high-visibility apparel appropriate for the conditions.
Confirm the flagger has the correct signaling device (such as a STOP/SLOW paddle).

Position & Protection

Confirm the flagger station has good visibility to approaching traffic.
Confirm the flagger has a planned escape path away from traffic.
Confirm flagger-ahead advance warning signs are in place upstream.

Coordination

Confirm flaggers can communicate so one lane is not released from both ends.
Confirm the flagging method matches the approved plan.
Confirm lighting is adequate if flagging occurs at night.
